A group of parliamentarians (MPs) at all Uganda 's missions abroad are seeking a full-blown financial management investigation.

 

The calls come in the wake of a decision by the Ministry of Foreign Affairs authorities on Monday to recall staff at the Uganda mission in Denmark, who were involved in a scheme to embezzle unspent cash from Financial Year 2019/2020, which should have been returned to the Consolidated Fund.

 

Section 17(2) of the Public Finance Management Act (PFMA), 2005 provides: "A vote that does not spend money allocated to it for the financial year shall refund the money to the Consolidated Fund at the close of the financial year."

The decision to remember the diplomats follows Daily Monitor 's release on Monday of an audio clip-based story that captured diplomats at the mission having a zoom meeting and debating how to steal the funds.

 

Mr Patrick Mugoya, the Permanent Secretary at the Ministry of Foreign Affairs, stated that the Ministry had begun investigating the suspected fraud.

"The ministry wishes to express deep concern about the allegations in the article [in the August 24 Daily Monitor] and to take this matter seriously. The ministry will conduct a comprehensive investigation into them in coordination with the Permanent Secretary / Secretary to the Treasury and the Auditor General.
